Fertilizer Deal with Zimbabwe

November 22, 2006

Dear Dr. Christa van Louw, Intshona Agricultural Products

I got your mobile telephone number and e-mail address from Lambertus Louw, whose contact details are on the http://www.intshona.com/ website.

I am a private citizen of Zimbabwe who is seeking answers to the queries relating to the fertilizer deal your company, Intshona Agricultural Products, had with Zimbabwe.I hope and trust that you will respond to my enquiry with the decency it deserves.

1. Is your company an agricultural product commodity broker or its a manufacturer?

2. If you are a manufacturer, where is your plant located in South Africa? If you are an agricultural product commodity broker, where did you procure the fertilizer from?

3. How long have you been in business? Who are the shareholders, directors and managers for your company? Who else have you done business with at this magnitude?

4. When and how did you get in contact with government officials in Zimbabwe since this tender was not floated publicly? What is the name of the Zimbabwean government official who gave you the tender specifications? Who was and is the contact person for Zimbabwe in this deal?

5. When and how where you ultimately awarded the tender to supply fertilizer to Zimbabwe?

6. Who structured the finance for your company and for how many tonnes? What were the terms?

7. How and when were you paid by Zimbabwe? what was the price per tonne? How much have you been paid so far?

8. Apart from your company and Zimbabwe, who else was involved in this deal? What are the other parties' role?

9. Are you aware of the State Procurement Policies, Procedures and Regulations in Zimbabwe? Have had any contact with the State Procurement Board (SPB) of Zimbabwe? If you had such contact, can you characterize it?

10. Any other information you may find useful to a citizen of Zimbabwe like myself in a similar predicament of lack of information.

Looking forward to your timeously response.

Best regards.

Levi Mhaka
